For a very low price and not too far from the centre of Cusco (but located on a slope!), you get a good enough place to stay with what you need. Still, with plenty of discomfort.
Some of the staff members had hygiene problems (dirty clothes). Part of the lobby furniture were run-down, worn-down and even dirty.
The entire place and area around can be very noisy. They were drilling in the morning all the way until noon (working inside the hotel) and there was a concert near the hotel at midnight (!). The noise isolation inside is non-existent.
It gets cold and there is no heating, whatsoever inside the rooms.
Sometimes there is no hot water.
Toilet has issues, it didn't flush well.
Electricity sockets were positioned vertically, so you can plug you electric equipment sideways, just that they keep falling out! (So the only way is to push a chair or luggage against the plug, so that they don't fall out of the sockets).
Breakfast was just above poor. A bit better than at other Cusco hotels, but still: nutrition value was low.
Overall, if you need 1-2 nights to sleep at a low price, it is acceptable. Cleanliness is very good!
But this is not the place to stay for more than 2 nights.
